ITC researched trade-related initiatives aimed at women that exist within the United Nations (UN) system, other international organizations and major non-governmental organizations (NGOs). The TCC Web site contains texts of various trade agreements, including: (a) certain World Trade Organization (WTO’s) agreements, understandings, declarations, etc.; (b) other multilateral trade agreements such as the Berne Convention for the Protection of Literary and Artistic Works, the Florence Educational Scientific and Cultural Agreement, the Inter-American Convention against Corruption, and the Paris Convention for the Protection of Industrial Property, etc.; (c) the North American Free Trade Agreement (NAFTA) and the NAFTA side agreements on environmental cooperation and labor cooperation; and (c) certain U.S. bilateral agreements on textiles and apparel trade and visa arrangements; bilateral investment treaties; antidumping and countervailing duty suspension agreements; other sector-specific bilateral agreements; etc.

The Customs Electronic Bulletin Board has served information to the international trade community from January, 1991, through December 31, 1999, via a dial-up modem connection. The same information is now available through the Internet on the US Customs Service Web Site.

Tariff Affairs and Related Matters

The USITC (Office of Tariff Affairs and Trade Agreements) is responsible for publishing the Harmonized Tariff Schedule of the United States Annotated (HTSA). The HTSA provides the applicable tariff rates and statistical categories for all merchandise imported into the United States; it is based on the international Harmonized System, the global classification system that is used to describe most world trade in goods.

US Department of State

The State Department has posted to its Web site its fiscal year (FY) 2001 Country Commercial Guides (CCGs) for 102 countries in Africa; East Asia and the Pacific; Europe, Russia, and the New Independent States; Latin America, the Caribbean, and Canada; Middle East and North Africa; and South Asia. Each CCG includes country-specific information on marketing US products and services, leading sectors for US exports and investments, trade regulations and standards, economic trends and outlook, trade and project financing, etc.

The Country Commercial Guides (CCG) are prepared by US Embassy Staff once a year and contain information on the business and economic situation of foreign countries and the political climate as it affects U.S. business. Each CCG contains the same chapters, and an appendix, which include topics such as marketing, trade regulations, investment climate, and business travel.

The Joint Industry Group (JIG) is a member driven coalition of over one hundred sixty companies, trade associations and businesses actively involved in international trade. JIG examines the concerns of the business community relative to current and proposed international trade-related policies, actions legislation and regulations. The coalition helps develop solutions to these concerns by working directly with US Customs Service, Commerce, USTR, Congress, and other government agencies. JIG membership represents more than $350 billion in trade.

The Professional Association of Exporters and Importers (P.A.E.I.) is an organization of professionals involved in import/export activities.

Technical Advisory Committees (TACs) advise the Department of Commerce on the technical parameters for export controls applicable to dual-use commodities and technology and on the administration of those controls. The TACs are composed of representatives from industry and Government representing diverse points of view on the concerns of the exporting community. Industry representatives are selected from firms producing a broad range of goods, technologies, and software presently controlled for national security, foreign policy, nonproliferation, and short supply reasons or that are proposed for such controls, balanced to the extent possible among large and small firms.

The President's Export Council (PEC) is the premier national advisory committee on international trade. When negotiating an international sales contract, both parties need to pay as much attention to the shipping terms as to the sales price. To make it as clear as possible, an international set of trade terms (INCOTERMS) has been adopted by most countries that defines exactly the responsibilities and liabilities of both the buyer and seller while the merchandise is in transit. The following chart summarizes the responsibilities of both the buyer and seller for each of the current 13 INCOTERMS.
